1. First of All Check the Power Supply
First of all, check if your PC has enough power, if this is a laptop make sure it has a battery that is charged and it is connected to a power cord and power supply, if this is a desktop then check your UPS, Power Cord, etc. that your PC is getting enough power and power supply.
If the system isn’t turning on, the fan is not running, the power light is not blinking and nothing else is appearing on the screen then you may have a power issue.
In such cases, see if you can unplug your PC from the power strip/extension board, UPS, and Battery power and plug it directly into another power source to know if it is working or not, if it works that means you have an issue with that power outlet.

2. Check the Monitor / Display Unit
If you see your PC is on and the fan is moving but you don’t see anything on your monitor’s screen then, first of all, make sure that your monitor is plugged in and turned on, if not then try to change the power outlet.
You also need to make sure that the power cable of your monitor is connected properly and it is not loose, try to fix that and check again if this starts showing output on the screen or not.
In some cases where some people use laptops and they don’t have the brightness on the right level it also seems like an issue, so always check the brightness/darkness of your laptop screen.

If you have tried Step-1 and Step-2 and still your computer doesn’t start, that means it still has issues then make sure to remove all connected USB devices such that Pen Drive, USB Mouse, USB Camera, or any other connected device from your PC and then try to boot it with a wired mouse and keyboard and find out if any one of your USB devices is causing the problem.
Always, this is not the USB device that is causing this issue, sometimes it could be a port, so if this is because of any port, then you must need to replace the port, by your own or by visiting a computer technician.

Possibly, if the Computer doesn’t start, your computer may have some dangerous malware that is stopping your computer from booting. so with some live antivirus tools like Boot CD, you can try booting your computer from a DVD, or CD or with a Bootable USB drive and scan the hard disk of your computer for malware without booting Windows.
You can easily Download the ISO image online and burn this image into a CD/DVD or USB flash drive.
Now, Reboot your PC & go to the Boot menu—by pressing F11, F12, or some other supporting keys at startup when you see the Boot option, select the USB drive you wish to Boot from the boot menu, and it should boot.
